The EU Neighbours East initiative is a cornerstone of the European Union’s foreign policy, designed to strengthen relationships with six Eastern Partnership countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. Launched in 2009 under the European Neighbourhood Policy, it aims to foster political association, economic integration, and societal resilience. The initiative supports reforms in governance, infrastructure, digital transformation, and civil society, while promoting shared values such as democracy, human rights, and the rule of law.

Over the years, the Eastern Partnership has evolved to meet new challenges, including regional conflicts, disinformation, and migration. A renewed agenda beyond 2020 emphasizes resilience, sustainability, and inclusive societies. Key policy areas include stronger economies, accountable institutions, environmental and climate resilience, digital transformation, and gender equality. The EU backs these goals with substantial investment plans, including up to €17 billion in mobilized funding through grants, blending, and guarantees.

Beyond policy, EU Neighbours East engages directly with citizens through initiatives like EU4Youth, Young European Ambassadors, and cultural exchanges. These programs empower young people, support media freedom, and encourage innovation. The initiative also amplifies local voices through storytelling, training, and grassroots projects, making it not just a diplomatic effort but a vibrant platform for connection and change across the region.
